In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government’s requirements and is economically advantageous, as well as costs likely to be incurred through relocation. To be considered for an award, a complete bid must meet the following minimum criteria:

  • Space must meet established square footage requirements and be within the delineated area (see attached delineated area.)

  • Acceptance and use of government lease, with no changes to the standard language, clauses or conditions within the lease as designated by the Government (see attached Standard Lease Template and General Clauses.)

  • Competitive rates of base cost per square feet for annual rent (see attached Proposal to Lease Form). Include a breakout of operation expenses including janitorial services costs based on the attached Janitorial Specifications.

  • Lease will be awarded to the offer that is the most economically advantageous to the Government.

Offered space must meet the Governments requirements per the terms of the Government Lease. Representatives of building owners must include the exclusivity grating the exclusive right to represent the building owner with their response to the advertisement.

Offers will need to include a completed Rental Proposal Worksheet, proof of registration in www.sam.gov (i.e. active CAGE code), a proposed floor plan and the construction bids for build-out meeting the construction specifications.  Attached is a copy of the Rental Proposal Worksheet, lease document, the General Clauses, Proposal to Lease Space, Construction Specifications, Construction Bid Proposal Worksheet, Janitorial Specifications, Agency Agreement, and a floor plan template.  Please review all documents carefully and make sure that you agree to the terms presented.  The government lease and the general conditions are standard and are for the most part is not negotiable and must be accepted as written and shown on the attached file.  Review the construction specifications completely as they stipulate additional lessor responsibilities.

The offeror must obtain and submit three (3) construction bids for the build-out. After a bid is accepted, no change orders are authorized, so bids need to be accurate and complete (including all taxes and fees).  Special attention should be given to security requirements (video entry control system, closed circuit television system and video recording, dual roller shades on exterior windows, fixed panel shade on exterior entry door and peep hole in secondary exit, perforated window wrap),  fragmentation film on exterior windows/glass doors, telecommunication wiring requirements, addition of water fountain, signage, paint, wall graphics, phone jacks, electrical outlets and spec'd carpet squares.  These are items that can add a significant cost and may be overlooked in the bid process; however, all items in the specifications need to be followed, even if code does not require the item (i.e. smoke detectors, fire extinguishers, etc.).  Bids shall include any tear down/haul away expenses.

Initial offers are due no later than close of business on 15 October 2026.  After the receipt of initial offers, the named Realty Specialist or other authorized representative will conduct negotiation on behalf of the Government. Verbal or written negotiations will be conducted with Offerors that are within the competitive range. The competitive range, which will be established by the Realty Specialist, will be based on the lease cost and other award factors stated in this solicitation. All Offerors will be included that have a reasonable chance of being selected. Negotiations are considered closed at the due date and time of best and final offers.

X1DB--Department of Veterans Affairs HISTORIC REUSE OPPORTUNITY Robley Rex VAMC located in Louisville, KY Amendment for EXTENSION
Solicitation # 36C10F26Q0080
The Department of Veterans Affairs, through the Office of Construction and Facilities Management, is seeking qualified developers for a historic reuse opportunity at the Robley Rex VA Medical Center in Louisville, Kentucky. This request for proposals, solicitation number 36C10F26Q0080, focuses on the long-term outlease and redevelopment of up to 15 buildings, including 11 historic and four non-historic structures. A critical requirement for a responsive proposal is the inclusion of Building 1, the Main Hospital Building. The selected developer will be responsible for all pre-development costs, environmental remediation, and rehabilitation of the assets, ensuring all work adheres to the Secretary of the Interior's Standards for the Treatment of Historic Properties and the National Historic Preservation Act. The award will be based on a best-value selection process evaluating five weighted factors: project concept, evidence of capability to perform, financing strategy, financial capacity, and the offer of consideration to the VA. Respondents must demonstrate significant experience in the adaptive reuse of historic properties, including at least two completed projects of similar scale. Because the VA provides no capital investment, the developer must self-fund all pre-development costs and provide a full payment and completion guarantee. All proposals must be submitted electronically by October 23, 2026. Physical construction and renovation may only commence after the VA has fully vacated the campus, which is anticipated in late 2027.

The project, estimated between 80 million and 140 million dollars with a five-year period of performance, involves creating a facility to house 12 simulator devices, academic classrooms, briefing rooms, staff offices, and equipment support areas. FTW511 Soldier Performance Readiness Center and FTW515 Unaccompanied Enlisted Housing, Fort Wainwright, Alaska
Solicitation # W911KB27RWP03
The U.S. Army Corps of Engineers, Alaska District, is conducting market research for two design and construction projects at Fort Wainwright, Alaska, with a combined estimated value of 277 million dollars. Project FTW511 involves the creation of a Soldier Performance Readiness Center, a Holistic Health and Fitness facility not exceeding 48,633 square feet, with a target budget of 76 million dollars. Project FTW515 focuses on the construction of multi-story Unaccompanied Enlisted Housing Barracks with a target budget of 201 million dollars. Both facilities must be adapted to arctic conditions and adhere to Fort Wainwright Installation Design Standards. Specifically, the barracks project requires the use of volumetric modular construction, kit of parts, or 3D printed structures to improve thermal performance and quality control, and will necessitate special foundations to mitigate seismic effects and frozen soils. The estimated period of performance spans from fiscal year 2027 through 2030, with design phases beginning in FY27 and construction starting in FY28. This sources-sought effort, under NAICS code 236220, seeks industry feedback on the optimal project delivery method, comparing standard FAR-based contracts against Other Transaction Authority options such as Construction Manager at Risk, Design-Build to Budget, or Progressive Design-Build. The government is also gauging interest from various socioeconomic categories, including 8(a), HUBZone, SDVOSB, and WOSB firms. Responses to the market research questionnaire are due by October 7, 2026.
