The Andres Duarte School Project encompasses the redevelopment of a six-acre western and seven-acre eastern portion of a site in Duarte, California, involving the relocation of existing school facilities and sports infrastructure to make way for a mixed-use residential and public park complex. The Duarte Preschool and Andres Duarte Arts Academy buildings will be relocated, and the Otis Gordon Sports Park structures, along with an expiring wireless communications facility, will be removed. The residential component includes 169 townhome units distributed across 25 three-story buildings, each with a maximum height of 38 feet, offering configurations ranging from three to four bedrooms and two and a half to three and a half bathrooms. A 3,155-square-foot leasing and recreation building will feature an exercise room, lounge, dining area, restrooms, and an outdoor pool and deck. The project will provide 377 total parking spaces for residents, plus 59 spaces for the redeveloped public park, which includes ADA-compliant parking, bike racks, recreational fields, open turf areas, picnic and barbecue shelters, restrooms, a snack shack, an outdoor gym, a resurfaced tot lot, and internal walkways connecting to residential areas and the pedestrian plaza at Central Avenue and Crestfield Drive. Landscaping with trees, shrubs, and groundcover, along with ambient and safety-focused outdoor lighting, will enhance the site. The development is facilitated through a 99-year ground lease between the Duarte Unified School District and Crestfield Townhomes, LLC, which includes a $1 million upfront payment and annual rent of $450,000, escalating at 2.5% each year. Approximately $4 million in public park improvements are required, and all aspects of the project comply with CEQA standards, the Final Environmental Impact Report, and ADA accessibility requirements. The Duarte Unified School District and City of Duarte serve as the lead agencies responsible for oversight, inspection, and final acceptance, ensuring alignment with approved mitigation measures and environmental conditions. No federal procurement clauses or traditional contract line-item pricing structures apply, as this is a public-private land development arrangement governed by state law and local environmental review processes.
