Contract 36C78625D50523 was established by the National Cemetery Administration of the Department of Veterans Affairs to provide grounds maintenance services for the Annapolis and Loudon Park National Cemeteries in Baltimore, Maryland. This requirement was designated as a Service-Disabled Veteran-Owned Small Business Set Aside under NAICS code 561730. The awardee for these services was Glory to the Lord Investments Inc, located in Oxnard, California. Modification P00001, effective September 15, 2025, serves to cancel the contract award. This action follows a protest submitted by Hanger 4 Services on September 2, 2025, which was subsequently dismissed by the GAO on September 30, 2025, after the agency terminated the contract and reassessed the requirement. The cancellation is executed as a Termination for Convenience of the Government under FAR 52.249-4. Because the awardee performed no services or mobilization efforts, the government is not liable for costs, although any Request for Equitable Adjustment submitted by the awardee will be reviewed.
