This unrestricted solicitation is open to any responsible source, excluding Federal Government-owned businesses, and encourages teaming and collaboration. The program focuses on technology readiness levels 3 through 6, with a specific preference for proof-of-concept testing. Research topics include community connectivity, accessibility for automated vehicles, urban rail innovations, ferry safety, and transit safety data analytics. Individual awards are typically valued between $150,000 and $500,000 and may be structured as firm-fixed-price or level-of-effort term contracts. While cost sharing is not mandatory, projects that include transit operator partnerships and cost sharing are preferred. The selection process is a two-phased approach starting with a five-page concept paper and a one-page quad chart, followed by a formal proposal for invited offerors. Evaluation is based on technical merit, importance to agency programs, and cost, with technical factors weighted significantly higher than price. The response deadline has been extended to October 30, 2026. Awardees must comply with various Federal Acquisition Regulation clauses, including Section 889 prohibitions on certain telecommunications and video surveillance equipment. Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.

REQUEST FOR INFORMATION – PACIFIC GREENFIELD INITIATIVE (ADVANCED MANUFACTURING AND INDUSTRIAL RESILIENCE OPPORTUNITY ON OAHU, HI)
Solicitation # RFI-PGI-20260929
The Department of the Navy is issuing Request for Information RFI-PGI-20260929 to gather industry feedback for the Pacific Greenfield initiative. This effort aims to establish advanced manufacturing and industrial resilience capabilities on existing non-excess Navy property on Oahu, Hawaii. The primary goal is to reduce reliance on long-lead continental United States supply chains by enabling theater-scale production of critical components, including metals, composites, electronics, and large-format printing, with a target capacity of hundreds to thousands of units. The Navy is seeking information on industrial-scale facility concepts, modern manufacturing footprints, and the integration of robust utility infrastructure, such as microgrids and circular resource-recovery systems, while emphasizing the development of the local Hawaii workforce through training pipelines. This RFI is strictly for market research and planning purposes and does not constitute a solicitation or a commitment to award a contract. The Navy is exploring various acquisition and partnership models, including Enhanced Use Leases, Other Transaction Agreements, and joint ventures, to leverage private investment and reduce federal capital requirements. Interested parties, including specialized small businesses, are invited to submit high-level concepts addressing site requirements, financing approaches, and development timelines. Responses are limited to 20 pages and must be submitted by 17:00 HST on November 10, 2026. Potential respondents are cautioned regarding possible organizational conflicts of interest related to the project's advisory and real-estate requirements.

Full Description

Within the scope of the CSLI program, the National Aeronautics and Space Administration (NASA) Space Operations Mission Directorate (SOMD) will use reasonable efforts to make available situational mentoring (including, but not limited to educational programs and workshops) in an effort to invest in the enhancement of research, academic and technology capabilities contributing toward building a diverse STEM workforce. In addition, SOMD anticipates making launch opportunities available to a variety of U.S. CubeSat developers for a limited number of CubeSats. The CSLI will provide or facilitate launch opportunities to low-Earth orbit (LEO) currently planned for 2026-2029. A CubeSat is a type of space research nanosatellite. The base CubeSat dimension is approximately 10x10x11 centimeters (one - Unit or - 1U) and they typically have a mass of up to 2 kilograms per 1U Cube. For example, the typical mass for a 3U is under 6 kg. The final allowable mass is dependent upon the selected dispenser and the launch vehicle environment. CSLI will not select CubeSat missions proposing to deploy or release parts that are smaller than 1U in size due to trackability, space situational awareness and orbital debris concerns. CubeSats supported by this launch initiative include volumes of only 1U, 2U, 3U, 4U or 6U. If a Respondent proposes a mission that includes multiple CubeSats, the cumulative volume may not exceed a 6U and the CubeSats must be capable of being deployed together from the same dispenser. Review the AoPO for detailed information regarding CubeSats supported and the orbital parameters. Respondents may propose a mission outside of these parameters and request a waiver for consideration, although there is no guarantee the waiver will be accepted. NASA anticipates selecting one or more Respondents (Collaborators) to support the CSLI. Participation in this launch initiative will be contingent upon selection by NASA and, for those entities external to NASA, an appropriate Cooperative Research and Development Agreement (CRADA) containing standard terms and conditions is required. The CRADA is posted on https://www.nasa.gov/content/cubesat-launch-initiative-resources and to maintain uniformity among all CSLI Collaborators, NASA will not negotiate changes to the agreement. Proposed CubeSat investigations must address an aspect of Education, Science, or Technology Development/Demonstration or NASA Workforce Development encompassed by NASA's strategic goals and objectives as identified in the NASA 2022 Strategic Plan and other NASA strategic documents. Knowledge and data gained from these payloads will be shared with NASA. NASA will not transfer any funds to selected Collaborators under agreements established in response to this Announcement. Collaborators will be responsible for securing funding to support the development of their CubeSat payload, and for any and all other costs incurred by the Collaborator to participate in the CSLI. More information about the CSLI, including previously selected Respondents and valuable reference materials, requirements documentation, lessons learned, and frequently asked questions is available at: http://go.nasa.gov/CubeSat_initiative.
