Annual Contract to Provide AV System Maintenance Services at the Gadsden Courthouse

Chatham County is seeking qualified audiovisual service providers to establish a comprehensive, five-year maintenance, repair, and support contract for all AV systems at the Gadsden Courthouse located at 400 W. Oglethorpe Avenue in Savannah, Georgia. The contract will begin with a one-year base period and may be renewed annually for up to four additional years, contingent upon satisfactory performance and mutual agreement. Proposals must demonstrate proven experience in servicing AV systems within government or courthouse environments, with emphasis on equipment brands listed in Exhibit B such as Crestron, Cisco, and JBL. Offerors are required to submit detailed methodologies for preventative maintenance, response time protocols aligned with four priority levels, and clear reporting procedures for inspections and system upgrades. All technical personnel must hold current AVIXA CTS or CTS-I certifications, and contractors must designate dedicated account staff exclusively for this contract. The solicitation mandates strict compliance with a series of legally binding attachments, including a Drug-Free Workplace Certification, a Non-Discrimination Statement, a Disclosure of Responsibility Statement covering the last five years of business conduct, a Debarment Certification, an M/WBE Participation Report, and a SAVE Affidavit verifying legal work authorization. A Lobbying Affidavit is also required, prohibiting any influence efforts related to the award process. Contractors must maintain claims-made insurance with a minimum five-year extended reporting period and provide thirty days’ notice prior to policy cancellation. While no formal Federal Acquisition Regulation clauses are used, local compliance requirements are enforced with equal rigor; failure to fully complete any attachment renders a proposal non-responsive. Pricing is evaluated equally alongside technical merit under a trade-off methodology, meaning cost alone will not determine award selection.
