The Annual Organization Registration (AOR) for 2026 is a mandatory requirement for all subrecipients receiving funds within the State of Rhode Island. Managed by the Department of Administration Grants Management Office, this process allows applicants to provide and update their organizational information once per calendar year rather than for every individual grant application. The registration ensures eligibility for funding and enables the state to target monitoring, technical assistance, and training to areas of greatest need. This specific registration cycle covers the period through December 31, 2025, with a response deadline of January 1, 2027. To successfully complete the registration via the eCivis Portal, organizations must provide a Unique Entity Identifier (UEI) from SAM.gov and an Employer Identification Number (EIN), with only one submission permitted per EIN annually. Required documentation includes the Core Information form, specific AOR registration questions, and the upload of the most recent Single Audit to the Federal Audit Clearinghouse if applicable. Additionally, entities must be registered in the Ocean State Procures (OSP) vendor management system to facilitate payments. It is recommended that a Chief Financial Officer or equivalent lead the submission process.

Information entered into the Annual Organization Registration will be visible to other state agencies, not just the agency issuing a subaward, or listing a specific Funding Opportunity. This is a workspace to provide and update applicant information once annually, rather than each time you apply for grant funds from the State of Rhode Island. This information must be submitted on an annual calendar year basis to ensure applicants are eligible for funding. This registration covers the period through December 31, 2025 To prepare to complete this annual submission, gather your organization's information such as:
- Entity Identifiers (EIN, UEI) - Authorized Representative Information - Demographic Information - General Documents (e.g., Single Audit) Before you begin, we recommend that you confirm the following have been completed:
- Obtain a Unique Entity Identifier (UEI), available at SAM.gov for no cost. If your entity is registered in SAM.gov, you have likely already been assigned a UEI. This is a one-time requirement. You will need the UEI number to complete this section. - Register in Ocean State Procures (OSP) by clicking here for no cost. If your entity has done business with the state in the past, you are likely already registered. This is a one-time requirement. - Upload your most recent Single Audit to the Federal Audit Clearinghouse by clicking here, only if your entity was required to complete a Single Audit.
