This contract involves the acquisition of annual site licenses, technical support, and training for proprietary Nielsen Company software and databases, intended to support the National Highway Traffic Safety Administration (NHTSA) in its mission to reduce deaths, injuries, and economic losses from motor vehicle crashes. The licenses encompass over 100 distinct databases that enable complex demographic and behavioral analyses by various factors such as geography, transportation mode, ethnicity, age, income, and lifestyle clusters. The package also includes specialized mapping software that allows NHTSA to visualize data geographically from a granular zip code level to nationwide maps. One key database, PRIZM/NE, categorizes individuals into 66 lifestyle clusters to better understand vehicle ownership patterns and commuting behaviors, facilitating targeted safety messaging and program development. The contract is planned as a single, fixed-price, non-competitive award with a performance period of 60 months, anticipated to be awarded around August 31, 2012. This procurement is managed by the NHTSA Office of Acquisition within the Department of Transportation and seeks to support various research initiatives, including characteristics of motorcycle riders, safety belt usage, and communication strategies for drivers with in-vehicle cell phones. The solicitation is fully open and competitive, overseen by a designated contract specialist, with all efforts aiming to enhance NHTSA’s capacity to deliver data-driven safety interventions.

Title: Annual Site License Fees for Proprietary Nielsen Company Software and Databases Description: Site licenses, technical support, and training for Nielsen Company software and databases will be acquired by this contract. Introduction: The National Highway Traffic Safety Administration (NHTSA) is an agency within the U.S. Department of Transportation whose primary mission is to reduce the number of deaths and injuries ----and economic losses associated with them --- resulting from motor vehicle crashes. This mission is achieved through improving the safety characteristics of motor vehicles; the ease and safe movement of traffic; and the skills and awareness of all highway users-drivers, occupants, pedestrians, motorcyclists and bicyclists. Specific Requirements: The site licenses which include over 100 discrete databases are required to perform complex analyses by geography (e.g, zip code), by mode of transportation, by ethnicity or culture, by age, by income levels, occupation, household wealth; by alcohol consumption, type of vehicle, by television viewing habits (Nielsen ratings), radio listening preferences (Arbitron ratings), store preferences, travel and commute times for various transportation modes, product purchase preferences, and PRIZM/NE lifestyle cluster database. In addition, the licenses include proprietary mapping software which allows NHTSA to translate data to maps which range in detail from zip code level to the entire country. The PRIZM/NE database is composed of 66 lifestyle clusters which can be used to identify, categorize, or locate (by zip code, block, or tract) types of people who own particular types of vehicles - for example, Sport Utility Vehicles, pickup trucks, used automobiles; people who commute in car pools, drive alone, walk to work, take public transportation. Other specific research directly related to NHTSA's programs includes determining the characteristics of motorcycle riders, part time users of safety belts, people who have cell phones in their cars -- where they live, how to reach them with safety messages. Page 1 of 2 Contract Award: NHTSA intends to award a single, Fixed Price non-competitive contract with a period of performance of Sixty (60) month. The anticipated award date for this resultant contract is expected on or about Friday, August 31, 2012. This solicitation is FULL AND OPEN competitive.
