AI Contract Overview
The U.S. Navy’s Naval Air Systems Command at NAS Patuxent River plans to award a sole-source modification to Delivery Order N00019-10-G-0006-0052 under Raytheon’s Corporate Basic Ordering Agreement for the continued repair and configuration upgrade of Weapons Replaceable Assemblies associated with the APG-79 radar system under Engineering Change Proposal 6279. Raytheon, as the original designer, developer, and depot for the APG-79 radar, holds exclusive ownership of the technical data and drawings required to perform these repairs and upgrades, making them the only entity capable of fulfilling the Government’s requirements in a timely and cost-effective manner. The action is justified under 10 U.S.C. 2304(C)(1) and FAR 6.302-1 due to the highly specialized nature of the equipment and the substantial duplication of cost that would result from engaging an alternative source. This modification is part of the APG-79 Radar Retrofit Phase V effort, and no competitive solicitation is being issued; the notice serves solely as a pre-solicitation announcement. All work will be performed at the designated location in Forest, Mississippi, with technical data and repair capabilities exclusively held by Raytheon. Inquiries must be directed to Contract Specialist John Ryan at john.j.ryan390.civ@us.navy.mil, and responses are due by August 11, 2026. Companies seeking subcontracting opportunities are advised to contact Raytheon directly through Christopher.short@rtx.com. The North American Industry Classification System code for this procurement is 334511, reflecting its focus on electronic navigation and guidance systems manufacturing.

Full Description
Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a modification to Delivery Order (DO) N00019-10-G-0006-0052 under the Raytheon Corporate Basic Ordering Agreement (BOA) N00019-10-G-0006 or the Raytheon Corporate Follow-on BOA on a sole source basis to Raytheon.
This modification is the continuing required effort to repair Weapons Replaceable Assemblies (WRAs) identified as nonfunctioning following baseline testing during Engineering Change Proposal (ECP) 6279’s upgrade. The scope of this effort will also include configuration upgrades.
The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, “Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements” for the proposed action.
Raytheon is the designer, developer, manufacturer, and Depot for the APG-79 radar systems. They are the sole owner of drawings required to repair APG-79 equipment. Repairs are required prior to equipment modification through ECP 6279. Therefore, the Raytheon Company is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government’s requirements on a timely basis and in a cost-effective manner.
The Government has deemed the requirements listed above for the continued development or production of a major system, or highly specialized equipment, including major components thereof, to be available only through the original source, and has determined that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
