AI Contract Overview

Defence Construction Canada is preparing for a major infrastructure initiative at CFB Edmonton with an anticipated contract valued at approximately $320 million for construction management services, targeting a solicitation release in summer 2026 under contract number 86910. The project encompasses comprehensive refurbishment and modernization efforts across multiple domains including mobility infrastructure like roadways and airfields, facility upgrades involving mechanical, electrical, roofing, and structural systems, renovations at remote operational sites, enhancements to support systems such as vehicle refuelling and communication networks, and environmental and safety works including vegetation control, fence repairs, and firebreak improvements. This initiative is part of a broader recapitalization strategy for the Edmonton Base and will be executed under strict security protocols requiring contractors to obtain or hold a Designated Organization Screening clearance prior to contract award. To facilitate readiness, Defence Construction Canada is offering early sponsorship support through its Industrial Security Program for firms that do not already possess the required security clearance. Interested contractors are strongly encouraged to initiate the sponsorship application process immediately by submitting a request through DCC’s designated portal, citing project number WE000378 and contract number 86910, to align with anticipated timelines. While DCC provides preliminary assistance with the sponsorship process, it explicitly states no guarantee that clearances will be granted or that the contract will proceed, emphasizing that all fees, risks, and delays associated with security processing fall solely on the bidder. Additionally, the project may include opportunities for Indigenous businesses under the Procurement Strategy for Indigenous Business. Contractors are advised to monitor MERX for the formal solicitation and to contact DCC directly for sponsorship inquiries, while recognizing that final clearance approvals rest solely with Public Services and Procurement Canada’s Contract Security Program.
