The Transportation Security Administration (TSA) plans to award a bridge contract for continued application development services related to the Service Management Application (SMA), a critical component of the Security Technology Integrated Program (STIP). STIP is a TSA-wide IT initiative within the Office of Security Capabilities aimed at advancing airport security systems by networking various transportation security equipment. This contract will be awarded to IBM U.S. Federal in Bethesda, MD, through a limited competition process under FAR 6.302, allowing negotiation with a single source. The contract, valued at approximately $1,000,000, will follow a Firm Fixed Price structure and have a seven-month performance period from award date. Although TSA is not soliciting competitive proposals, interested parties may express their interest or submit proposals within 30 days of the notice publication; the agency will consider such responses solely to determine whether to pursue a competitive procurement. The decision not to engage in competition rests fully with the Government. For subcontracting opportunities, vendors are encouraged to contact IBM directly. Details such as the Limited Source Justification will be disclosed post-award, and no additional documentation will be published at this time. The contract falls under the NAICS code 541513 and is managed by the Department of Homeland Security’s Contracting and Procurement office based in Springfield, VA.
