This contract involves the procurement of protective aprons designed to guard against toxicological agents, compliant with MIL-A-233J specifications and identified by NSN 8415-00-281-7812. The agreement is structured as an Indefinite Delivery Term Contract (IDTC) with a base year and two optional one-year extensions. The base year guarantees a minimum quantity of 1,304 units with an estimated annual quantity of 5,215, and an order limitation of up to 6,519 units. Each optional year guarantees at least 972 units, with estimated annual quantities and order limits scaled accordingly. Production lead time is set at 150 days, with required First Article and Lot Testing to ensure compliance with performance standards. Inspection and acceptance will occur at origin with delivery to specified military distribution facilities in Pennsylvania and Texas. The procurement is unrestricted and places emphasis on evaluating past performance relative to compliance, relevancy, and small business participation. All materials used in the manufacture of the aprons must be furnished by the contractor, adhering to applicable DoD regulations including the Berry Amendment, which mandates domestic sourcing for textiles and specialty metals unless exceptions apply. Solicitation documents and amendments are available exclusively via the Defense Logistics Agency’s DIBBS system, with a registration process dependent on existing CCR and CAGE codes. The contract facilitates streamlined vendor management through designated super users who manage access to the DIBBS system. Key points of contact for this procurement are Michael Curry and Jessica De La Hoz from DLA Troop Support.
