The Naval Air Warfare Center Aircraft Division plans to modify existing contract N00421-25-C-0053 with Raytheon Technologies Corporation to acquire four software loader kits, part number E6715255-0505, for the APX-119 Digital Control Panel used on F-5 adversary aircraft, extending the contract’s performance period through Fiscal Year 2027 under a Firm Fixed Price sole source arrangement. This action is justified because Raytheon is the original equipment manufacturer, sole designer, developer, and intellectual property holder of the DCP software, and no other source possesses the necessary technical knowledge, data, or capability to produce or integrate the software without causing substantial, unrecoverable costs to the government through reverse engineering or redevelopment.
