THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY


The proposed Phase two (2) contract modification action is for products for which the Naval Air Warfare Center Aircraft Division (NAWCAD) intends to solicit and negotiate with only one source under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements.



Contract N00421-25-C-0053, awarded to Raytheon Technologies Corporation (RTX), provides for software modifications to the Raytheon Digital Control Panel (DCP) in support of the DoN’s fleet of F-5 Adversary aircraft. NAWCAD intends to award a Firm Fixed Price (FFP) sole source contract modification to RTX for the Phase 2 requirement that will add the acquisition of four (4) software loader kits, Part Number (P/N) E6715255-0505, and extend the period of performance of the contract to Fiscal Year (FY) 2027.



At this time, RTX is the Original Equipment Manufacturer (OEM), the sole designer, developer, and manufacturer with the requisite knowledge, technical capability, and technical data necessary for the manufacture and delivery of the DCP software. RTX is also the intellectual property holder of the software. Any attempt to use a source other than the OEM would result in substantial duplication of cost to the Government for the redevelopment/reverse engineering and testing aspects of the new interfacing and existing software system that would not be recoverable through competition.



The applicable North American Industry Classification System (NAICS) code is 334511, size standard 1,350 Employees. The Product Service Code (PSC) is 1680, Miscellaneous Aircraft Accessories and Components.



The determination to not compete this requirement is solely within the discretion of the Government. Although this notice of intent is not a request for competitive proposal or quotes, interested parties may submit capability statements in writing to the Contract Specialist, Ms. Kristin Nelson, Kristin.a.nelson13.civ@us.navy.mil and the Contracting Officer, Ms. Catrina Farrell, catrina.m.farrell.civ@us.navy.mil, no later than 11:00AM EST on 22 June 2026.
