The Federal Aviation Administration is conducting a Market Survey/Request for Information to gain understanding of the current marketplace and to identify responsible, capable sources. Responses to this Market Survey will be used to determine if there is adequate competition to set this requirement aside for Small Businesses. This survey is being conducted in accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1 for the purpose of soliciting statements of interest and capabilities from interested vendors. This survey will be utilized for acquisition planning, as well as to determine if there are any responsible small businesses capable of performing this project.
This Market Survey is for an Arborist Directed Tree Trimming Project located on the property of the Justin P. Wilson Cumberland Trail State Park (3405 Owl Roost Rd, Crab Orchard, TN 37723).
All responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals at this time. Presently, the nature of the competition has not been determined. Upon solicitation the FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses. The anticipated timeline for this Requirement is projected for contract award in Summer 2026, with affected trees being marked within 30 days of the issuance of Notice to Proceed and trimming and removal of identified trees between the timeframe of October 2026 and March 2027 (see attached Statement of Work for further details).
All interested vendors are advised that the FAA will not pay for any information, or any administrative costs incurred that are associated with any response received in response to this Market Survey. Therefore, any costs associated with Market Survey submissions will be solely at the interested vendor's expense.
The FAA is seeking responsible contractors interested in providing the required Services for the Arborist Directed Tree Trimming Project.
Project Description:
The Contractor will provide all Services under the supervision of a licensed Arborist provided by its own firm, ensuring compliance with local, state, and federal environmental regulations related to tree trimming and debris disposal. The task requires the removal of trees and limbs on the Justin P. Wilson Cumberland Trail State Park property that are obstructing the line of sight for L3Harris Technology's Microwave data path. The anticipated clearance path may be up to but not exceed 1,000 feet.

This market survey will serve as a market analysis to assist the FAA in determining which procurement method to use. The failure to obtain adequate responses from responsible small businesses may result in the determination to conduct this procurement action under full and open competition.
