The Federal Aviation Administration (FAA) is conducting a Market Survey to gather information for preliminary planning of an Arborist Directed Tree Trimming Project at the Justin P. Wilson Cumberland Trail State Park in Crab Orchard, Tennessee. The purpose is to assess the current marketplace and identify responsible, capable sources, particularly focusing on small businesses, to determine the appropriate procurement approach. This is an information-gathering exercise only and not a request for proposals or an offer solicitation. Responses will inform the FAA’s acquisition planning and possible set-aside decisions under the Small Business Administration guidelines. The project involves tree trimming and removal to clear up to 1,000 feet for an unobstructed microwave data path used by L3Harris Technology, with the work supervised by a licensed arborist and compliance with environmental regulations. The estimated cost is below $50,000 under NAICS code 561730. Interested vendors must submit written responses by May 22, 2026, including company details, business size status, SAM registration, a limited statement of capability, and applicable certifications. Pricing information is not required and will be used only for informational purposes if provided. Communication must be in writing via email, and the FAA will not cover costs related to survey participation. The FAA reserves the right to proceed with either a full and open competition or a small business set-aside depending on the responses received. Questions and responses should be directed solely to the designated FAA point of contact.

The Federal Aviation Administration is conducting a Market Survey/Request for Information to gain understanding of the current marketplace and to identify responsible, capable sources. Responses to this Market Survey will be used to determine if there is adequate competition to set this requirement aside for Small Businesses.  This survey is being conducted in accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1 for the purpose of soliciting statements of interest and capabilities from interested vendors.  This survey will be utilized for acquisition planning, as well as to determine if there are any responsible small businesses capable of performing this project.

All responses to this market survey will be used for informational purposes only.  This is not a screening information request or request for proposal of any kind.  The Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals at this time. Presently, the nature of the competition has not been determined.  Upon solicitation the FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses.  The anticipated timeline for this Requirement is projected for contract award in Summer 2026, with affected trees being marked within 30 days of the issuance of Notice to Proceed and trimming and removal of identified trees between the timeframe of October 2026 and March 2027 (see attached Statement of Work for further details).

All interested vendors are advised that the FAA will not pay for any information, or any administrative costs incurred that are associated with any response received in response to this Market Survey. Therefore, any costs associated with Market Survey submissions will be solely at the interested vendor's expense.
