Architect & Engineering Services CFAC FY26 QA1

The United States Court of Appeals for the Federal Circuit (CAFC) is soliciting firm-fixed-price architect-engineer (A/E) services for the repurposing of approximately 2,200 square feet of judicial office space within the Howard T. Markey building in Washington, DC. The scope of work includes comprehensive design for interiors, furniture, telecommunications, electrical, plumbing, and fire suppression systems, with a critical requirement for the complete removal and replacement of HVAC ductwork due to asbestos contamination. The selected contractor will be responsible for field verification, asbestos and lead-based paint testing, and the delivery of design milestones at 15, 35, 65, and 100 percent completion. While the A/E contract value is to be quoted by the offeror, the estimated construction budget for the project is approximately 1 million dollars. Award will be based on best value using a tradeoff analysis, with technical capability being the most important factor, followed by design management approach, key personnel, schedule, and past performance. Key personnel requirements are stringent, requiring a project manager and licensed professionals in architecture, mechanical, electrical, and fire protection engineering to possess at least 10 years of federal government experience and 3 years of federal judicial client experience. Proposals must be submitted as an Adobe PDF Portfolio containing seven specific volumes by 5 PM EST on September 23, 2026. Contractors must adhere to strict security and access protocols at the Markey National Courts Complex, including HSPD-12 clearance requirements and specific work hour restrictions that prohibit activity during the first full week of each month.
