Full and Open IDIQ for A-E Services for Vance AFB and Sheppard AFB

The U.S. Air Force, through ASRC Federal Gulf State Constructors, is conducting a full and open Indefinite Delivery Indefinite Quantity (IDIQ) acquisition under the Brooks Act to establish a pool of highly qualified Architectural and Engineering (A&E) firms to support planning, design, and construction management services at Vance Air Force Base in Enid, Oklahoma, and Sheppard Air Force Base in Wichita Falls, Texas. This is not a request for proposals but a qualifications-based selection process governed by FAR Subpart 36.6, where firms will be evaluated on technical competence, past performance, and specialized experience rather than price. Firms must be registered in the System for Award Management (SAM) and submit their SF-330 qualification package via email to Betty Kliewer by 11:00 AM CST on May 29, 2026, with no exceptions for late submissions. The evaluation prioritizes experience in military renovation projects compliant with UFC standards, expertise in energy conservation and DoD Guiding Principles, quality of design as demonstrated through a Design Quality Management Plan, and the presence of licensed professionals in key disciplines registered in Oklahoma or Texas. Additionally, firms must show capacity to conduct Air Force planning charrettes, produce Title II construction support, and demonstrate familiarity with both installations. Technical deliverables must include BIM models in Autodesk Revit, CAD drawings compliant with A/E/C standards, and cost estimates using MCACE and PACES, with all documents stamped by licensed professionals. On-site presence is mandatory during construction, with inspectors required to be present daily. The IDIQ contract is expected to be awarded in summer 2026 with initial performance through spring 2027 and potential extension for up to five years contingent on future base operations contracts. Funding is not yet available, and firms assume all costs associated with submission; individual task orders under the IDIQ are firm-fixed price and will range between $750,000 and $7.5 million in estimated value. No set-aside for small businesses exists, and no security clearance is required despite potential access to government systems. Amendments and additions to the solicitation must be monitored via SAM.gov, and no further solicitation will be posted on SAM.gov after this initial process.
