The Social Security Administration is seeking a single-award, indefinite-delivery/indefinite-quantity contract with a highly qualified Architect and Engineer firm to provide nationwide facilities management and A-E services across the United States and its territories. The contract, identified by solicitation number 28321326R00000018, will support SSA’s in-house staff in planning, designing, constructing, maintaining, and managing agency facilities through a comprehensive range of services including pre-design, site analysis, schematic and design development, construction documentation, cost estimation, construction administration, post-construction verification, and certification. The scope encompasses multiple disciplines such as architectural, structural, mechanical, electrical, civil, landscaping, interior design, and project scheduling, with mandatory proficiency in AutoCAD and Revit and full licensure in the state or territory where work is performed. Task orders may be issued under firm-fixed price, time-and-materials, or labor-hour arrangements, and are enabled by detailed statements of work addressing BIM management, DSM space planning, facility condition assessments, information systems support, and interior design services. The total potential contract value ranges from a $360,000 minimum guarantee to a $60 million ceiling, with a base period of performance beginning at award and extending through four optional years plus a six-month extension option, totaling up to 68 months including a two-month start-up period. Evaluation will be based on demonstrated competence and qualifications under 40 U.S.C. Chapter 11 and part 36 of the Revolutionary Federal Acquisition Regulation Overhaul, with selection determined by the most highly qualified firm using three approximately equal weighted factors: professional qualifications of proposed key personnel, capacity to manage multiple simultaneous task orders nationwide, and demonstrated ability to furnish qualified personnel in the Baltimore metropolitan area.
