ARMED GUARD SERVICES

The Virginia Department of Fire Programs (VDFP) is soliciting bids for a fixed-price contract to provide one armed security officer at its headquarters in Glen Allen, Virginia. The contract spans a one-year term from October 14, 2026, to October 13, 2027, covering approximately 2,259 annual hours. The assigned officer is required on-site Monday through Friday, from 7:30 a.m. to 5:00 p.m., to maintain a high-visibility presence, conduct hourly interior and exterior patrols of the 35,000 square foot facility, manage disorderly persons, and report security equipment malfunctions. The vendor must provide all necessary uniforms and an operational cell phone for the guard. Award priority is given to DSBSD-certified micro or small businesses, with the contract being awarded to the lowest responsive and responsible bidder on a grand total basis. To be eligible, vendors must be registered in eVA and the contractor or subcontractor must be licensed by the Virginia Department of Criminal Justice Services. Mandatory submission requirements include a completed solicitation, Vendor Data Sheet, current W-9, Certificate of Insurance, and a Small Business Subcontracting Plan. The contractor must adhere to strict compliance standards, including the Immigration Reform and Control Act of 1986, drug-free workplace policies, and annual sexual harassment training for employers with more than five employees. Payment is issued within 30 days of receiving a valid invoice.
