This is a Notice of Intent for procurement of commercial items prepared in accordance with Federal Acquisition Regulation (FAR Part 5.2: Synopsis of Proposed Contract Actions), and is the only notice, serving as the synopsis of the proposed action, to place an Order on the Federal Supply Schedule (FSS) using limited sources procedures. 


The U.S. International Trade Commission (USITC) intends to issue and award a firm fixed price task order for ten Articulate 360 Teams subscription licenses.  This notice is issued under the authority of FAR 8.405-6(a)(1)(i)(B) and is not a request for competitive quotations.  The Government intends to issue a Federal Supply Schedule task order under General Services Administration FSS Contract 47QTCA24D0044 with Interactive Communications Solutions Group, Inc., d/b/a ICS Learning Group Inc. The licenses will provide continued support of e-learning development and delivery to the USITC workforce. Additional details are provided in the attached Justification and Approval. 


The anticipated performance period is one base year, and up to four one-year options. 


Interactive Communications Solutions Group Inc, a small business, Pasadena, Maryland, is the only vendor that is authorized to fulfill the Articulate 360 Teams subscription license. 


This notice does not constitute a solicitation, and the Government does not intend to issue a competitive request for quotations.  However, interested vendors who believe they are able to meet this requirement may submit a capability statement that clearly demonstrates their ability to provide the required Articulate 360 licenses to debra.bridge@usitc.gov


Responses received by 12:00 Noon E.T., on Monday, July 20, 2026, will be reviewed solely to determine whether the Government should conduct a competitive FSS procurement for this requirement.  A decision not to compete this action based on responses to this notice is solely within the discretion of the Government.  The Government will not reimburse any costs incurred in submittal of a response.
