ARWMSC Boyle Landfill Maintenance Shop

The Athabasca Regional Waste Management Services Commission (ARWMSC) is soliciting bids for the design and construction of a new operations and maintenance building at the Boyle Regional Landfill. This CCDC 14 Design-Build Stipulated Price Contract involves the creation of a facility with a total floor area of approximately 480 square meters, featuring a 380 square meter service garage with five bays, including one enclosed wash bay. The project scope encompasses all professional design services, site development, utilities, and the installation of a potable water storage system capable of supporting 14 days of operation. The primary building structure must be designed for a minimum service life of 50 years and comply with the National Building Code 2023 Alberta Edition and CSA S478 durability guidelines. Bids must be submitted electronically via the Bids and Tenders system by 2:00 PM local time on October 16, 2026. Award decisions will be based on the greatest value, considering a combination of quality, service, and price. Required submission documents include a bid bond, surety company consent letter, a lump sum price breakdown, a Gantt chart construction schedule, and proof of COR and WCB-Alberta standing. The successful Design-Builder will be required to provide performance and labour and material payment bonds and adhere to strict confidentiality regarding technical and commercial contract issues. Payments are processed within 28 calendar days of receipt of an application for payment, subject to the approval of a Payment Certifier and the submission of a CCDC 9A Statutory Declaration.
