AI Contract Overview
The State of Utah Division of Wildlife Resources, in coordination with the Bureau of Land Management and State Trust Lands, is soliciting bids for the Henry Mountain Habitat Maintenance Project Phase 1 (Airplane Springs). This project involves providing wildfire hazard reduction and wildlife habitat improvement through the lop and scatter hand cutting of approximately 3,835 acres of Pinyon pine and Juniper trees in Garfield County, Utah. Participation is strictly limited to pre-qualified contractors. The contract will be awarded to the lowest responsive and responsible bidder based on a per-acre and total cost pricing model, which must be guaranteed through project completion. The performance period runs from October 1, 2026, to November 30, 2027, totaling 426 calendar days from the Notice-to-Proceed. A critical milestone requires 1,500 acres to be completed by May 1, 2027, with a mandatory cutting moratorium from May 1 to July 1, 2027, to protect migratory birds. Technical specifications require 100 percent removal of target trees, with stump heights not exceeding 6 inches, slash heights capped at 24 inches, and cut material length limited to 48 inches. Boundaries must be located via GPS. Contractors must maintain Commercial General Liability insurance of at least 1 million dollars per occurrence and 3 million dollars aggregate, along with statutory Workers Compensation. Payment will be issued as a single lump sum for actual acres completed, with invoices submitted within 30 days of delivery. Performance is subject to quality control tests for uniformity and a final evaluation based on service quality, timeliness, and contract management, which impacts future eligibility for the Rangeland Pre-Qualification list.
