AI Contract Overview
The State of Utah Division of Wildlife Resources, in cooperation with the United States Forest Service, is soliciting bids for the Peters Point Fuels Reduction Project located in the Abajo Mountains of San Juan County. The project requires the mechanical removal and shredding of live and dead vegetation, specifically targeting Western Juniper, Colorado Pinyon Pine, serviceberry, and other shrubs across 844 contracted acres. The goal is to improve wildlife habitat, enhance watershed protection, and reduce fire hazards. Participation is strictly limited to pre-qualified contractors, and the contract will be awarded to the lowest responsive and responsible bidder. The contractor must provide a wheeled or tracked mechanical mulcher and achieve at least 95 percent mechanical mastication across three individual units, while ensuring sagebrush remains untreated. Performance must be completed within 120 calendar days from the Notice-to-Proceed, with work permitted only when snow depths are below 6 inches. During the fire season from June 1 to September 30, contractors must adhere to the Manti La Sal Project Activity Level Fire Plan. Key requirements include the use of GPS-capable tablets for boundary identification, compliance with spark arrester regulations, and the maintenance of specific fire safety equipment in all vehicles. Payment is based on a per-acre price, with invoices submitted within 30 days of delivery and payment issued within 30 days of receipt of a correct invoice. The contractor is responsible for all quality control, traffic management, and site cleanup, including the removal of all refuse. Mandatory certifications include compliance with anti-boycott laws and the prohibition of forced labor products. Performance will be assessed using a Rangeland Contract Performance Evaluation, which impacts future eligibility for the pre-qualified vendor list.
