Asbestos Analysis

The Norfolk Naval Shipyard is seeking a small business contractor to perform Phase Contrast Microscopy (PCM) and Transmission Electron Microscopy (TEM) asbestos analysis services under Solicitation N4215826QE061, a 100% Small Business Set-Aside procurement under FAR 19.5 with NAICS code 562910. The contract requires the contractor to process up to 500 PCM samples and up to 50 TEM samples during the performance period from September 1, 2026, to December 23, 2026, with all analysis conducted in the contractor’s own laboratory located within 120 miles of Portsmouth, Virginia. PCM analysis must follow NIOSH 7400 and OSHA 29 CFR 1915.1001 standards for personal, general area, and perimeter air monitoring, with personal samples analyzed within five days of receipt and perimeter/general area samples within 24 hours. TEM analysis is prioritized for urgency and includes both airborne and bulk material evaluations. The contractor must submit a fully completed Technical Capability Statement (Attachment 1), signed and dated with all checkboxes marked, and a completed Request for Quote form including pricing, signature, and date. Incomplete submissions will be rejected. Pricing must be comprehensive of all vendor costs, and offers must be submitted via email to Eliot Faircloth by June 30, 2026, at 1:00 PM Eastern Standard Time. The award will follow a Lowest Price Technically Acceptable methodology, where technical compliance—primarily verified through the completed Attachment 1—is a mandatory pass/fail gate. The contractor must maintain a documented and NNSY-approved Quality Management System aligned with industry standards for asbestos analysis, ensure all personnel are proficient and trained in relevant safety protocols including OSHA and EPA regulations, and comply with all applicable federal, state, and local laws. Sample pick-up occurs outside NNSY facilities, eliminating the need for security clearance, but all materials generated during analysis must be properly prepared and disposed of by the contractor. Invoicing must be submitted through Wide Area Workflow using the Invoice 2 in 1 format, and the contractor must maintain current SAM registrations and comply with clauses addressing trafficking in persons, cybersecurity, whistleblower protections, and prohibitions on procurement from sanctioned regions.
