Solicitation # N0038327QSA01
Solicitation N00383-27-Q-SA01, issued by NAVSUP Weapon Systems Support, is a small business set-aside for the teardown, evaluation, repair, overhaul, and modification of eight NRP Printed Board Assemblies (NSN 5998-01-663-6129, Part Number 8430022-502). The primary objective is to return these units to a Ready for Issue (RFI) condition within a 90-day delivery period. The work is to be performed at the CAES Systems LLC facility in Lansdale, Pennsylvania, and will be issued as a delivery order under BOA N00383-25-G-NP01. The contractor is responsible for providing all necessary labor, materials, and tooling, with strict prohibitions against part cannibalization unless specifically approved. The contract mandates adherence to ISO 9001 or SAE AS9100 quality systems and ANSI/NCSL Z540.3 or ISO-10012-1 calibration standards. Key administrative requirements include mandatory reporting via the Commercial Asset Visibility Repairables Portal and strict packaging compliance with MIL-STD-2073 and MIL-STD-129. The government will award the contract to a single responsible offeror based on a best-value determination, prioritizing past performance over price. Special provisions are included for Beyond Economical Repair (BER) determinations, Missing on Induction (MOI) components, and Over and Above Repair (OAR) efforts, all of which require written concurrence from DCMA and the Procuring Contracting Officer.

The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, in accordance with the guidance for FAR Subpart 13.106-1(b) with Avnet, Inc., doing business as Avnet Electronics Marketing, of Phoenix Arizona for the purchase of ASIC-Strobed Analog Comparator Part Number 806-0582-90. Sole source determination is based on the need for more chips to build more of the sampling probe that is an integral part of the NIST Sampling Waveform Analyzer (SWA). The ASIC chip was designed at NIST using design software from Maxim, and a small number of chips were fabricated and delivered to NIST for use. NIST has depleted the stock of these comparator chips and more are necessary. Avnet is the only distributor of the chips manufactured by Maxim Integrated Products, Inc., of Hillsboro Oregon. Maxim is the only supplier of these chips as they own the wafer masks that are used to make the chips. The masks were made when the first run of the chips were produced. Maxim does not sell directly to the government. Delivery shall be FOB Destination and be completed in accordance with the Contractor's commercial schedule. As defined in the Federal Acquisition Regulation (FAR), FOB destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, delivery and shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and /or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at delivery point specified in the purchase order, and pay all charges to the specified point of delivery. The contractor shall delivery all line items to NIST, Building 301 Shipping and Receiving, 100 Bureau Drive, Gaithersburg, MD 20899-0001. The North American Industrial Classification System (NAICS) code for the acquisition is 334418, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotation; however, the government will consider responses received by September 21, 2011. A determination by the government not to compete the proposed acquisition based upon responses to the notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
