ASL INTERPRETER

The Cincinnati Job Corps Center, through Insights Training Group, LLC, is soliciting fixed-price proposals for in-person American Sign Language (ASL) interpreter services for a student in Ohio. The selected contractor will be responsible for transmitting spoken English into ASL and voice-interpreting sign language into spoken English across classrooms, lab environments, and off-center internships. Qualified candidates must demonstrate high sign language fluency and hold professional credentials such as an Educational Interpreter Performance Assessment (EIPA) score or state/national certification from RID/NAD. The award will be granted to a responsible offeror who meets all technical requirements and provides the lowest price. The contract requires strict adherence to Service Contract Labor Standards, including a minimum wage of 13.65 per hour from May 11, 2026, through December 31, 2026, and paid sick leave per EO 13706. Contractors must provide comprehensive insurance coverage, including a 5 million dollar umbrella liability policy and 1 million dollar professional liability/E&O coverage, naming the center as an additional insured. Administrative requirements include submitting weekly certified payroll with every invoice for payment acceptance and providing a 60-day bid guarantee. Proposals must be submitted by November 16, 2026, and must include a W-9, a new vendor profile, and evidence of at least five consecutive years of relevant experience.
