RFP 27-26 TMS & CAT Platform

The City of Somerville is soliciting proposals under RFP 27-26 for a Translation Management System (TMS) and Computer Aided Translation (CAT) Platform to support multilingual translation workflows. The selected vendor will provide a platform that accommodates both internal and external translators, featuring translation memory, terminology management, and project management tools. Key technical requirements include dashboard and bitext views, in-line editing for human and machine translations, and the ability to process various file types, including Microsoft Suite, PDFs, Adobe InDesign and Illustrator, image files, Canva links, and web content. The contract is scheduled to run from approximately January 1, 2027, to December 31, 2027, beginning with a 90-day trial period during which the City may terminate the agreement if requirements are not met. Optional renewal years may be exercised at the City's discretion. Proposals must be submitted in a sealed package containing separate technical and price envelopes by November 25, 2026. The evaluation will be based on the most advantageous response, focusing on system workflows, automations, training, technical support, invoicing, reporting, and analytics. Pricing proposals must include annual subscription costs, per-user pricing for 20 or more users, and per-word translation rates for volumes of 3, 4, and 6 million words per year. Awardees must maintain specific insurance coverages, including 1 million dollars for general liability and statutory worker's compensation. Payment terms are set at 60 days from the receipt and approval of itemized invoices, with final invoices due within 90 days of the completion date.
