Autism Housing Support Pilot
Solicitation # BD-27-1023-1023C-1023L-134723
The Massachusetts Department of Developmental Services is seeking qualified providers for the Autism Housing Support (AHS) Pilot, a Master Agreement designed to provide housing navigation, stabilization, and tenancy preservation services for adults with autism who do not have a co-occurring intellectual disability diagnosis. The pilot aims to establish a network of skilled housing coordinators across five locations, including two programs in the Central West region and one each in the Northeast, Southeast, and Metro regions. Key deliverables include person-centered housing support tailored to sensory and communication needs, the integration of assistive technologies such as remote supports and monitoring, and the generation of knowledge to inform future community living service models. The estimated total value of the procurement is 4,000,000 dollars, with a performance period running from January 1, 2027, through June 30, 2031. Awards will be based on a weighted scoring system evaluating the provider's understanding of the scope, operational efficiency, and experience with the autism population. Reimbursement is structured as a monthly accommodation rate per housing case manager, covering all staffing, administrative, and operational expenses, though room and board and facility maintenance are explicitly excluded. Applicants must submit responses electronically via COMMBUYS by December 2, 2026. Requirements for award include registration in the Mosaic accounting system, submission of a Supplier Diversity Program plan for those without existing contracts, and strict adherence to HIPAA and Massachusetts privacy laws. Additionally, providers must ensure all staff undergo CORI checks and searches of the Commission for the Protection of Persons with Disabilities registry.

Solicitation # 2140138
The New York State Council on Developmental Disabilities (CDD) is issuing a solicitation for a small-grant initiative to fund innovative pilot projects that improve cross-system collaboration for New Yorkers with developmental disabilities (DD) and their families. The program aims to reduce service gaps, delays, and duplicative processes by enhancing communication and coordination among diverse systems, including health care, mental health, education, employment, housing, transportation, and aging services. Projects must be grounded in the lived experiences of people with DD and focus on creating seamless, person-centered supports. Key deliverables include a detailed project plan, meaningful stakeholder engagement, the implementation of innovative coordination strategies, and the documentation of replicable practices. Eligible organizations can apply for grants between 50,000 and 100,000 dollars, with a total funding pool of up to 300,000 dollars. The contract term is one year, with an anticipated performance period from January 1, 2027, to December 31, 2027. Proposals are due by November 30, 2026, via Qualtrics. Awardees must be prequalified vendors in the Statewide Financial System (SFS), execute a Master Contract for Grants within 90 days of notification, and provide an in-kind match of at least 34 percent from non-federal sources. Indirect costs are capped at 15 percent of direct expenses. Evaluation is based on a scoring rubric requiring a minimum average of 80 points, with primary focus on the cross-system challenge, plan of action, and innovation. In the event of a tie, priority is given to the highest score in the Plan of Action category. Grantees must adhere to strict confidentiality, use People First Language in all documents, and comply with federal nondiscrimination statutes and New York State certifications, including disclosures regarding business operations in Russia and workplace safety. Failure to submit quarterly progress and expenditure reports within 30 days may result in the withholding of funds or contract termination.

Per Washington County Rules of Procurement 10-120(4) - Competitive Process – Personal Service Contracts Notwithstanding any other provision in these rules, for personal services contracts the County may use a Letter of Interest process which requires any prospective proposer(s) to file a letter by the given deadline that notifies the County of its intent to respond to any subsequent RFP. If the number of interested proposers who turn in a letter does not exceed the number of contracts available then the County reserves the right to negotiate a contract(s) with that responder(s) and forego the RFP process.
