Autism Housing Support Pilot

The Massachusetts Department of Developmental Services is seeking qualified providers for the Autism Housing Support (AHS) Pilot, a Master Agreement designed to provide housing navigation, stabilization, and tenancy preservation services for adults with autism who do not have a co-occurring intellectual disability diagnosis. The pilot aims to establish a network of skilled housing coordinators across five locations, including two programs in the Central West region and one each in the Northeast, Southeast, and Metro regions. Key deliverables include person-centered housing support tailored to sensory and communication needs, the integration of assistive technologies such as remote supports and monitoring, and the generation of knowledge to inform future community living service models. The estimated total value of the procurement is 4,000,000 dollars, with a performance period running from January 1, 2027, through June 30, 2031. Awards will be based on a weighted scoring system evaluating the provider's understanding of the scope, operational efficiency, and experience with the autism population. Reimbursement is structured as a monthly accommodation rate per housing case manager, covering all staffing, administrative, and operational expenses, though room and board and facility maintenance are explicitly excluded.
