Title II of the Workforce Innovation and Opportunity Act (WIOA) of 2014 (Public Law113–128), known as the Adult Education and Family Literacy Act (AEFLA), is the legislation that authorizes the federal appropriation for adult education formula grants to states. Section 242(b)(4) of WIOA mandates that the Department of Education carry out an independent evaluation at least once every 4 years of the programs and activities authorized under AEFLA.
