This RFP is only for pre-qualified Suppliers for Stream 6: Financial Accounting Services against Professional Audit Support Services (PASS) Supply Arrangement (E60ZQ-180001)DESCRIPTION OF REQUIREMENT:The overall objective of this initiative is to validate the ongoing effectiveness of Employment and Social Development Canada’s (ESDC) system of ICFM. An effective risk-based system of internal controls will support compliance with Treasury Board’s Policy on Financial Management. The Contractor will be providing professional services to the internal control team to assist with the on-going monitoring of the department’s system of ICFM on an as and when requested basis.?Work Stream 6: Financial Accounting ServicesDURATION OF CONTRACTThe contract will be for the contract award date until August 31, 2023, with up to three (3) additional one (1) year periods under the same conditions.EVALUATION PROCESS AND SELECTION METHODOLOGYHighest Combined Rating of Technical Merit (70%) and Price (30%)SECURITY REQUIREMENTSThe contractor/offeror must, at all times during the performance of the contract/standing offer, hold a valid facility security clearance at the level of secret, with approved document safeguarding at the level of secret, issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC)The contractor/offeror personnel requiring access to protected/classified information, assets or sensitive work site(s) must each hold a valid personnel security screening at the level of reliability status or secret as required, granted or approved by the CSP, PWGSCThe contractor must not utilize its Information Technology systems to electronically process, produce or store any sensitive protected/classified information until the CSP, PWGSC has issued written approval. After approval has been granted, these tasks may be performed up to the level of secretSubcontracts which contain security requirements are not to be awarded without the prior written permission of the CSP, PWGSCThe contractor/offeror must comply with the provisions of the:Security Requirements Check List and security guide (if applicable)Contract Security Manual (latest edition)
