The contract involved the procurement of two sizes of ASTM F3125 Grade A490 structural bolts with countersunk heads and slotted drives, manufactured in accordance with specified technical requirements. This solicitation, under the NAICS code 332722 for bolt manufacturing, was issued as a combined synopsis/solicitation under simplified acquisition procedures, requesting firm-fixed-price quotations from unrestricted competitive offerors. Respondents were required to submit separate technical and price quotations, with detailed evidence demonstrating compliance with relevant ASTM, ASME, or ISO standards, as well as authorization from the original manufacturer where applicable. The technical submission had to include a thorough description of the manufacturing process and demonstrate the offeror’s capability and qualification to meet the specifications outlined in the attached Statement of Work. Submissions had to comply with mandatory requirements such as active registration in the System for Award Management, provision of a Dun and Bradstreet number, and inclusion of specific representations regarding tax liability and felony convictions. The Government’s evaluation was based on technical acceptability and price reasonableness, awarding the contract to the offeror with a compliant technical quotation and the lowest price. All questions were to be submitted in writing to the designated contract specialist, with responses provided through amendments. Ultimately, the solicitation was amended to cancel the procurement in its entirety, meaning no award was made under this specific solicitation.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
