The Department of Commerce, specifically NOAA, is seeking to procure an Avionics IO (AIO) computer and associated cabling to serve as a critical interface between commercial aircraft and greenhouse gas measurement instruments. The AIO system is designed to capture essential avionics data, including spatial and temporal coordinates, wind, temperature, and pressure, ensuring precise localization of measurements. Additionally, the system will utilize aircraft indicators, such as passenger door status and weight on wheels, to trigger data uploads to a server via a cellular modem, enabling continuous quality control throughout a year-long deployment. A primary objective of this requirement is the laboratory development of specialized software to ensure the AIO can accurately read avionics signals and manage data transmissions before installation. This project is listed as a forecast under NAICS code 423430, with the place of performance located in Boulder. The procurement aims to ensure the Next Generation Atmospheric Sampling (NGAS) system functions as expected when integrated into commercial flight operations.

Full Description

NOAA requires an Avionics IO (AIO) computer and associated cables that will provide an interface with the commercial aircraft and the instrument. The AIO will allow NOAA to read avionics data in order to know where in space and time the greenhouse gas measurements were taken, as well as wind, temperature, and pressure data. The AIO will also allow NOAA to upload data to a server using aircraft indicators such as weight on wheels and passenger door open so that NOAA staff can perform quality control of the data during the year-long NGAS deployment. As such, this requirement requires NOAA to design software to run these functions as intended when installed on the aircraft. Here, we aim to develop software in the laboratory that so that the AIO (1) can read avionics data signals and (2) operate a cellular modem for data upload so that when installed in a commercial aircraft, the NGAS will function as expected.
