Solicitation # 26RFP-26-0904004-018
The South Dakota Department of Health, Office of Family Nutrition Services, is seeking a partner agency under solicitation 26RFP-26-0904004-018 to manage the recruitment, employment, and supervision of staff for the statewide Special Supplemental Program for Women, Infants and Children (WIC). The selected contractor will be responsible for providing administrative, nutrition, and data professional staff across five designated regions in South Dakota. Key performance requirements include maintaining at least 95 percent staffing coverage, filling vacancies within 30 business days, and keeping annual staff turnover between 10 and 15 percent. All personnel must reside in South Dakota, with direct service staff required to live within 30 miles of their assigned location. The contract is awarded based on a trade-off process prioritizing technical merit and best value over the lowest price. Evaluation factors are heavily weighted toward specialized expertise and technical competence (30 percent) and available resources (25 percent), followed by past performance, local familiarity, and project management techniques. The contractor must ensure 100 percent compliance with USDA-FNS regulations and state laws, including strict adherence to Protected Health Information security protocols. While the state provides office space and equipment, the contractor is responsible for all personnel vetting, mandatory onboarding within five business days of hire, and the provision of comprehensive employee benefits. Proposals are due by August 24, 2026.

Athabasca University is seeking to establish a pre-qualified pool of service providers capable of delivering comprehensive IT recruitment and contracted services over a three- to five-year period. The selected providers will serve as the university’s preferred resource for sourcing both temporary IT professionals and permanent staff, ensuring alignment with evolving technological demands and operational needs. Key duties include verifying contractor availability, skills, certifications, and compliance with security protocols, as well as supplying necessary tools and environments—though the university will provide all network-accessible hardware and, if needed, workspace. Providers must manage all employment-related obligations for contractors and support end-to-end recruitment for both term and permanent roles, from defining position profiles and crafting targeted advertisements to conducting interviews, background screenings, reference checks, and managing candidate communication. The university reserves the right to restart recruitment processes if a hired individual leaves or is terminated. Providers in the pool are expected to demonstrate deep expertise in IT staffing, particularly within Canadian public sector or academic environments, with proven capabilities in sourcing high-caliber talent across emerging tech domains like AI, cloud computing, and software development. Success will be measured not only by speed-to-fill but by quality of hire, candidate retention, and adherence to culturally aligned recruitment practices. Providers must go beyond traditional job boards, actively engaging passive candidates through platforms like GitHub and developer communities, and applying technical and behavioral assessments to pre-screen candidates. They are required to maintain strict confidentiality, promote fair hiring practices, and provide transparent insights into market trends, salary benchmarks, and talent availability. Demonstrated success through client testimonials, case studies, and measurable KPIs is critical, as is the ability to tailor recruitment strategies to Athabasca University’s unique culture and long-term strategic objectives. Responses to this solicitation are due by May 29, 2026, and selected participants will be integrated into a long-term framework supporting the university’s IT workforce evolution.
