AI Contract Overview
The Department of Veterans Affairs is seeking to procure Atlas 500 Corneal Topographers along with Accessories, Delivery, Installation, and Training from PROAIM Americas, LLC under a firm fixed price order, citing that no other sources can meet the agency’s requirements. The purchase includes mandatory DICOM and FORUM system integrations, which are inseparable from the topographer units and are essential for full functional performance within the existing Carl Zeiss FORUM Ophthalmology Picture Archiving and Communication System. These integrations are critical to support the transition and interoperability with the Cerner electronic health record system, and only ProAim is authorized to provide both the equipment and the required software licenses. The procurement is being conducted as a sole source acquisition due to this exclusivity. Responses from other responsible sources are being accepted until August 13, 2026, at 11:00 AM Pacific Time, to determine whether a competitive procurement should replace the sole source approach, though the government retains full discretion on the final decision. All submissions must be sent to Leah Smith at leah.smith@va.gov and must include detailed documentation proving the ability to meet the specific technical and integration requirements. The government will not compensate any entity for the information provided, and if no viable alternative responses are received, the sale to ProAim Americas will proceed without competition. The solicitation number is 36C26126Q1057, the NAICS code is 339112, and performance will occur at Mather, California, under the oversight of the Department of Veterans Affairs’ 261-NETWORK Contract Office 21.
