Heat Illness Prevention and Outdoor Worker Safety ComplianceThe contract requires the development and implementation of a comprehensive bilingual heat illness prevention plan tailored to outdoor workers in Arizona, with specific emphasis on compliance with state and Phoenix municipal regulations. The plan must include structured worker training programs delivered in both English and Spanish, acclimatization protocols to gradually build heat tolerance, guaranteed access to adequate water and shaded rest areas, and continuous monitoring of vehicle cooling systems to ensure safe working conditions during high-temperature periods. All components must be designed to mitigate the risks of heat-related illness and promote worker safety under extreme environmental conditions. The contract is classified as a subcontract under NAICS code 541921 and is issued by Arizona’s Water Services agency, with a response deadline of August 18, 2026. Although the exact location of performance is not specified, the scope clearly targets outdoor operations within Arizona, particularly in Phoenix, where heat exposure is a critical concern. Compliance with local regulations is non-negotiable, and the successful bidder must demonstrate a clear understanding of regional climate challenges and the legal framework governing worker protections in high-heat environments. The plan must be actionable, enforceable, and accessible to all workers regardless of language proficiency.
