The USAID Bureau for Democracy, Conflict, and Humanitarian Assistance's Empowerment and Inclusion Division ("DCHA/DRG/EI") and the USAID Bureau for Global Health's Center for Innovation and Impact ("GH/CII"), in partnership with the United Kingdom's Department for International Development ("DFID"), have developed this Request for Information for the purposes of understanding and learning of: (1) models of central coordinating bodies that can drive transformative and coordinated approaches to improve access to assistive technology and accompanying service delivery (see Attachment 1) and (2) organizations, corporations, associations or other entities that could: a) serve as a streamlined coordinating body, with the ability to provide sub-awards to implementers and b) foster learning and drive future strategy related to scalability and replicability of approaches that improve access to, and service delivery of, assistive technology. See Attachment 2 for a summary overview of ATscale. The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited. Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. This solicitation is issued for the purpose of obtaining information from interested parties regarding the potential design process of a coordinating body to accelerate access to assistive technology (AT). This is a Request for Information (RFI). This is not a Request for Proposals (RFP) or Request for Applications (RFA) and is not to be construed as a commitment by the U.S. Government or the U.K. Government to issue any solicitation or notice of funding opportunity, or ultimately award a contract or assistance agreement on the basis of this RFI, or to pay for any information voluntarily submitted as a result of this request. Responses to this RFI are not offers and cannot be accepted by the U.S. Government or the U.K. Government to form a binding contract. Responses to this RFI are strictly voluntary and USAID and DFID will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of this review. If a Solicitation is issued, it will be announced at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. This RFI does not restrict the Government's acquisition approach on a future Solicitation. Submission Instructions Interested parties are requested to respond to this RFI in Microsoft Word compatible formats and submitted via email to jburriss@usaid.gov, with a copy to cthanassi@usaid.gov, by not later than January 8, 2019 at 17:00 hours Washington, DC local time. Please include the Project Title above and RFI No. 7200AA19R00008 in the subject line of your email. Responses should be sent as an email attachment in English. Please do not submit applications, proposals, resumes, promotional materials, and statements of qualifications. Responses are limited to four (4) pages and must include, at a minimum, the following: (1) the name and address of the organization; (2) primary point of contact, phone number, and email address; (3) answers to the questions provided in Attachment 1 of this RFI. After USAID and DFID review and consider any responses, a decision will be made regarding whether and how to proceed. Sincerely, Mir Ershadullah Contracting/Agreement Officer
