The purpose for this amendment is to extend the close date and post question and answers. This solicitation will close August 18, 2026 at 10:00 a.m. CDT.



This is a combined synopsis/solicitation for commercial products prepared in accordance with the commercial procedures of Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. Solicitation number W9127Q26QA006 is being issued as a Request for Quotation (RFQ) with Open Market Pricing. The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2026-01 (Effective March 13, 2026) and the Defense Federal Acquisition Regulation (DFARS) Publication Notice (DPN) dated July 2, 2026. This acquisition is a 100% Small Business Set-Aside under NAICS 334310 with a size standard of 750 Employees.

CLIN 0004 – Installation Services


Installation Services (Location 3576) - Contractor shall provide all labor, tools, and materials required to install the equipment listed in CLIN 0001 at Location 3576 in accordance with the Statement of Work. QTY 1


Installation Services (Location 3701) - Contractor shall provide all labor, tools, and materials required to install the equipment listed in CLINs 0002, and 0003 at Location 3701 in accordance with the Statement of Work. QTY 1


Clean-up and Debris Removal  - Contractor shall remove and properly dispose of all project-related debris and packaging materials from Location 3576 and 3701 upon completion of installation. QTY 1


  1. Scope of Installation
    • Supervision & Labor: Contractor/Offeror shall provide all supervision, installation labor, equipment, material, and supplies necessary for the installation of listed AV components in Buildings 3576 and 3701.
      1. All installation work shall be performed during normal business hours (e.g., 0800 - 1630, Monday - Friday) unless otherwise approved by the Government POC. The Contractor is responsible for obtaining necessary base access passes via the Visitor Control Center. 
    • Mounting: Contractor/Offeror shall securely mount all commercial-grade displays, cameras, speakers, and other hardware per manufacturer guidelines and industry best practices, ensuring structural integrity and aesthetics.
      1. Bldg 3576 walls are painted Concrete Masonry Units/cinderblocks
      2. Bldg 3701 walls are drywall with metal studs
      3. Display Mounting Height: The Contractor shall mount all displays to ensure optimal viewing ergonomics and compliance with relevant standards. The mounting height shall be determined by the primary viewing sightlines for each room. As a baseline, the center of the display should be mounted between 48 and 60 inches above the finished floor (AFF). The final height must be approved by the Government Point of Contact (POC) prior to drilling. All installations must comply with Americans with Disabilities Act (ADA) guidelines for protruding objects and reach ranges.
    • Wiring & Cabling: Contractor/Offeror shall run and terminate all power, signal, and data cables with neat, concealed routing where feasible (including in-wall and raceways).
      1. All ceilings are drop-tile with access
    • System Configuration: Contractor/Offeror shall configure AV equipment including display settings, audio levels, HDMI distribution, wireless extender setup, and network connectivity.
    • Control System Programming: Contractor/Offeror shall program control interfaces where applicable to enable intuitive operation of AV systems.
    • Testing & Commissioning: Contractor/Offeror shall conduct comprehensive testing of all components and full system to verify functionality and performance.
    • Site Preparation: Site preparation, such as patching walls or conduit installation, is the responsibility of the government unless otherwise specified.
    • Power Requirements: The government will verify adequate power supply and install necessary power distribution units (PDUs).
    • Network Coordination: Collaborate with the government’s IT department to ensure proper network configuration and connectivity.
      1. 3701 IDW/network room is accessible via drop ceiling for the purposes of LG SuperSign connectivity
      2. Connection will be on Commercial/non-NIPR switch
      3. "Building 3701 Network & Conferencing Architecture:
        1. The AV system shall be designed around a Bring Your Own Device (BYOD) architecture. All AV hardware components (cameras, microphones, displays, and control processors) shall communicate on a localized, standalone AV network provided by the Contractor. This AV network must be physically isolated (air-gapped) and shall not be connected to the facility's enterprise military network (e.g., NIPRNet).
        2. Video conferencing capabilities (e.g., MS Teams) will be facilitated by users connecting their Government-furnished laptops to the room's AV peripherals via a contractor-provided USB docking station or USB hub located at the conference table. The user's device will provide a secure network connection for the conference call.
    • Clean-up: The Contractor shall turn in all operational, removed electronic equipment, such as displays and wireless casting devices, to the designated Government property representative.

5. Project Timeline


  • The Contractor/Offeror shall ensure all commercial grade A/V equipment is on ground with appropriate installation labor to install said equipment with a target completion date of no later than 30 days after award of contract.


6. Warranty and Technical Support Services


  • 6.1 Contractor Workmanship Warranty
    • The Contractor shall provide a one (1) year comprehensive workmanship warranty beginning on the date of final Government acceptance of the system. This warranty shall cover all installation services, cabling, physical mounts, and system integration. Any defects in installation identified during this period shall be corrected by the Contractor.
  • 6.2 Equipment Warranties
    • The Contractor shall pass through all manufacturer warranties for all provided hardware (displays, ScreenBeam units, cameras, microphones, etc.) to the Government.
  • 6.3 Service & Support Response Times
    • During the one-year warranty period, the Contractor shall provide technical support under the following response thresholds:
      • Telephone/Email Support: The Contractor shall acknowledge and respond to Government technical inquiries within forty-eight (48) hours.


7. Exclusions


  • Structural modifications to the building.
  • IT network infrastructure upgrades beyond AV system connectivity.
  • Content creation for digital signage or presentations.
  • Crestron products are excluded from list of acceptable products due to MSARNG and Camp Shelby AV policy


Basis of Award: The government intends to award a purchase order to the responsible offeror whose quote conforms to the solicitation and is considered to be the most advantageous to the Government in accordance with FAR Part 12, Acquisition of Commercial Items, Evaluation will be in accordance with FAR 12.203 and is based on Best Value to the Government in terms of (i) Technical capability of the item offered to meet the Government requirement; (ii) Price; (iii) Past Performance History. Technical shall be weighted higher than price.



To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. Proposals shall include:



(1) Price Quote: Itemized pricing for all CLINs.



(2) Technical Specifications: Detailed manufacturer specification sheets for all proposed equipment to demonstrate technical capability. Note: Quotes that only provide generic pictures or simply restate the Government's specifications will be rejected as non-responsive.


  • Constraint: Crestron products are explicitly excluded and will not be accepted.

(3) Lead Time: Estimated delivery schedule and installation timeline.


(4) Past Performance: Provide references for similar AV/equipment installation projects completed within the last three (3) years. Include contract numbers and project scope.



This notice does not obligate the Government to award the contract; it does not restrict the government's ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs. Only firm fixed price offers will be evaluated. Along with your quote, please provide the country of origin for the quoted products, the Company Name with CAGE Code, TIN, UEI and Company POC with contact information (email and telephone number). Prompt payment discount terms (i.e. Net 30).

A site (IS NOT MANDATORY BUT STRONGLY ENCOURAGED) will be conducted on Tuesday August 4, 2026, at 10:00 AM (CST) at Building 3576 and 3701 located at Camp Shelby, Mississippi.


Information provided at this site visit as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications. Terms remain unchanged unless solicitation is amended in writing. If an amendment is issued, normal procedure relating to the acknowledgment and receipt of solicitation amendments shall apply.


Deadline for receipt of your quote is no later than 10:00 A.M. Central Daylight Time (CDT), Tuesday, August 18, 2026. Please submit quote via email to reginald.m.clark.civ@army.mil and laurie.c.morris3.civ@army.mil.
