AURORA Operations, Sustainment, And Agentic AI Deployment

The contract pertains to the continued operation, sustainment, and optional deployment of Agentic AI capabilities for the AURORA platform under the Advanced Research Projects Agency for Health (ARPA-H), a component of the Department of Health and Human Services. This is a sole-source, firm-fixed-price agreement awarded to Palantir Technologies, Inc. under the GSA Multiple Award Schedule contract 47QTCA-24-D-004L, justified under FAR 8.405-6(a)(1)(i)(A) and GSAR 538.7104-3(b)(1)(ii) due to the unique, customized nature of the AURORA system and the prohibitive risk and cost of transitioning to a new vendor after nearly 20 months of development and integration. The performance period runs from June 1, 2026, to May 31, 2027, with the principal place of performance in Washington, D.C., and the work includes maintaining FedRAMP Moderate-certified cloud infrastructure, ensuring continuous Authorization to Operate, supporting data governance for financial, procurement, and HR systems, and operating critical tools such as ISO Management, Congressional Briefer, and Awards Clearinghouse. An optional task involves deploying Agentic AI agents to automate internal workflows and briefing preparations, which could extend the system’s utility without requiring a new procurement. The contractor is required to adhere to NIST SP 800-53 security controls and maintain open, interoperable data formats to support future competition while ensuring continuity and minimizing organizational conflict of interest through system design. The government retains full rights to data, configurations, and documentation to facilitate future transitions. No formal evaluation factors, line-item pricing, or invoicing mechanisms are specified, as this is a justification for non-competitive award rather than a solicitation. Critical security and compliance requirements are embedded in the operational framework, including the use of Palantir’s already-certified Foundry platform, which avoids the need for costly and time-consuming reaccreditation.
