The contract N00164-26-Q-0146, issued by the Naval Surface Warfare Center (NSWC) Crane under a total small business set-aside (NAICS 611710), is a firm-fixed-price service procurement focused on delivering comprehensive in-person autonomous drone and systems training at government facilities in Crane, Indiana. The contract period of performance spans from the award date through September 30, 2031, structured through multiple CLINs covering initial and option periods across fiscal years 2026 to 2030. Each CLIN corresponds to a single course offering or training event aligned with an annually updated course catalog. The solicitation mandates that all training must align with a detailed Statement of Work, reflecting the latest battlefield technologies and real-world operational expertise in drone warfare, autonomous defense systems, and counter-drone technologies. Offerors must be small businesses properly registered in the System for Award Management (SAM) and hold a current Cybersecurity Maturity Model Certification (CMMC) at Level 2 or higher. The training instructors must possess substantive military or technical experience, including hands-on battlefield advising with unmanned aerial, underwater, and surface vehicles, proficiency in contested electronic warfare environments, AI-enabled targeting, ISR sensor technologies, and drone swarm tactics. The vendor is also required to develop all training materials independently without the use of AI-generated content, ensuring integrity and compliance with defense standards. Submissions must include technical documentation such as instructor biographies, the training catalog, and past performance evidence, all due by the closing date of May 27, 2026. The solicitation follows procedures under FAR Part 13, with compliance and responsiveness verified through certifications and registrations, but does not include detailed FAR contract clauses or standard packaging requirements. The award appears to focus on best value considerations emphasizing technical capability, instructor qualifications, and content quality to support NSWC Crane’s Drone Dominance initiative over the multi-year period.
