This is a presolicitation notice, published in accordance with FAR 5.101(c).


The United States Secret Service (USSS) intends to award a sole source, Firm Fixed Price (FFP) Purchase Order (PO) to: Ridgeline International LLC. 255 Greensboro Dr., Suite 500. Tysons Corner, VA 22102.


The proposed contract action is for Basic Electronics Training Courses; NAICS: 611710 – Educational Support Services; PSC Code: U008 - Education/Training- Training/Curriculum Development


A determination by the Government not to compete this requirement on a full and open competitive basis, upon receipt of responses to this notice, is solely within the discretion of the Government. It is the Government's intent to proceed with this sole-source action.


The Government has determined that the acquisition circumstances deem only one source is available, and the basis for the decision is pursuant to FAR 12.102(a) (FAR Class Deviation 25-21).


Explanation for lack of competition:


Ridgeline International LLC previously adopted a standard electronics training curriculum to address the specific operational needs of the United States Secret Service (USSS). This adaptation resulted in a USSS-specific course load that is not available from any other vendor currently due to the specificity of the course material that was tailored to the learning needs of the Technical Security Division. The coursework includes the principles of electronic security systems, specifically identifying and describing the components and functions of electronic security equipment commonly deployed by USSS, Technical Security Division (TSD).


This notice is not a request for competitive quotations or proposals; however, all responsible sources may submit a response to include a capability statement clearly documenting the offeror’s capability to provide the items/services in this notice. No telephone responses will be accepted. Any information submitted by respondents is strictly voluntary.  Submission of a capability statement does not guarantee this requirement will become a competitive procurement. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement in the future is in the best interest of the government.


No formal solicitation will be issued. Requests for copies of a solicitation in response to this notice will not be honored.
