All submissions must comply with federal cybersecurity standards, including FedRAMP Level 2, SOC 2 Type II, and FISMA compliance, and must meet Section 508 and WCAG 2.1 AA accessibility requirements. The Government retains full ownership of all data and materials developed under any future contract, and offerors must provide their CAGE code and declare their small business status as required by FAR Part 19. The RFI explicitly states that no contract will be awarded as a result of this solicitation; it is solely for acquisition planning and market research, with potential follow-up discussions and an Industry Day to be considered based on responses. No pricing information is required at this stage, and while no formal contract clauses or evaluation factors are yet defined, future solicitations are anticipated to prioritize technical capability, integration with existing systems, instructor support, and full compliance with federal data sovereignty and procurement regulations.
