This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions.  This is not a solicitation. Vendors shall not submit a quote until the solicitation is posted to www.SAM.gov.   


The Department of War Education Activity (DoWEA) has the following requirement: 


Over a 3-year period, the Contractor shall collaborate with DoWEA to provide a 2-level (Foundational and Advanced), role-specific coaching program for school-level and above-school-level educators that is aligned to DoWEA’s Coaching Model and the latest edition of the book, Blended Coaching: Supporting the Development and Supervision of School Leaders.  The Contractor shall provide the following: 


  • Project plan that is reviewed and revised annually. 
  • Professional learning session for all participants on DoWEA’s Coaching Model. 
  • Role-specific professional learning sessions and related resources. 
  • Facilitation preparation sessions. 
  • Competency assessments for differentiated support in the Advanced session. 
  • Evaluation support and reporting. 
  • Technical support. 

The period of performance shall be a 1-year base period with two, 12 month option periods. (01 Sept 2026 – 31 Aug 2029.)


The applicable North American Industry Classification System (NAICS) codes include 611710 (Educational Support Services), 611430 (Professional and Management Development Training), and the applicable PSC is U009 (Education/Training - General).  Interested parties must be registered under the NAICS code in the System for Award Management (SAM) prior to submitting their quotes. 


DoWEA intends to issue a solicitation in support of this requirement. This acquisition will be conducted under FAR Part 12, Acquisition of Commercial Products and Commercial Services, in conjunction with Simplified Acquisition Procedures, as the value is below the Simplified Acquisition Threshold. This requirement will be processed as: 100% Small Business Set Aside. 


The anticipated award contract type is a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contract.
