COACHING FOR INSTRUCTIONAL IMPROVEMENT

The Department of Defense Education Activity (DoDEA) is seeking a small business contractor to deliver a two-level, role-specific coaching program for school-level and above-school-level educators over a three-year period, with a one-year base period and two optional 12-month periods running from September 1, 2026, to August 31, 2029. The contractor will collaborate with DoDEA to implement a coaching program aligned with its official Coaching Model and the latest edition of Blended Coaching: Supporting the Development and Supervision of School Leaders. Key responsibilities include developing and delivering foundational and advanced professional learning sessions, facilitating preparation sessions, conducting competency assessments to enable differentiated support, providing evaluation support and reporting, offering technical assistance, and submitting an annual project plan that is reviewed and revised each year. All materials must be unbranded, accessible in compliance with Section 508 and WCAG 2.1 standards, and packaged according to IMS and SCORM® specifications for compatibility with learning management systems. The contract will be awarded under FAR Part 12 as a Firm-Fixed-Price Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract using Simplified Acquisition Procedures, with a 100% Small Business Set-Aside under NAICS code 611710. Only vendors registered in SAM.gov with an active Unique Entity ID are eligible to respond. The solicitation is anticipated to be posted on SAM.gov on or about June 1, 2026, with an award expected by August 10, 2026, and proposals must not be submitted until that time. All work will be performed at the contractor’s facilities, with deliverables submitted electronically to the Contracting Officer’s Representative. The contractor must ensure all personnel with access to DoDEA data or Personally Identifiable Information are U.S. citizens, complete annual Privacy Act training, and comply with FedRAMP Level 2 cybersecurity standards. Data must be hosted in U.S.-based data centers with AES-256 encryption at rest and TLS for data in transit. Key personnel, including a Project Manager, Program Lead, and Program Specialists, must meet specific experience and credentialing requirements, and any personnel changes require 10 business days’ advance notice. The contractor must submit an annual report evaluating program outcomes using the Kirkpatrick model and maintain government ownership of all developed materials, with no copyright restrictions.
