The Department of Defense Education Activity (DoDEA) seeks to contract a commercial off-the-shelf, fully digital instructional solution tailored for K-12 students with moderate to severe cognitive disabilities. This solution must provide comprehensive instructional resources along with transition education, accommodating specific student needs as outlined in their individual educational programs (IEPs). It also includes professional learning and technical support to ensure effective implementation. The contractor will enable DoDEA to download materials as needed, allowing teachers to print resources such as worksheets or textbooks for internal use only. The instructional content must align with DoDEA's College and Career Ready Standards for core subjects including English language arts, mathematics, social studies, and science, as well as conform to the adopted alternative summative assessment protocols. The solicitation aims to award a single contract and requires the offering solution to suggest optimal grade level or grade band groupings, given the absence of a standard industry method for organizing such materials. The place of performance is Alexandria, Virginia, and the opportunity is open with no set-aside designation. Key contacts for the contract are provided for further communication. The requested resources should facilitate transition education and comply with all attachment requirements integral to the solicitation to ensure comprehensive educational support for this unique student population.

DoWEA requires a commercial, off-the-shelf (COTS), 100% digital comprehensive instructional solution for  K-12 instructional resources and transition education for students with moderate-severe cognitive disabilities.  The proposed solution shall include related professional learning and technical support.
