The U.S. Department of Defense Education Activity (DoDEA) is seeking a commercial, off-the-shelf digital instructional solution tailored for K-12 students with moderate to severe cognitive disabilities, encompassing instructional resources, transition education, professional learning, and technical support. The solution must be fully digital, align with DoDEA’s College and Career Ready Standards in English language arts, mathematics, social studies, and science, and support the district’s alternate summative assessment. Contractors are expected to recommend optimal grade-level or grade-band pairings for content since no industry standard exists, and all downloadable or printed materials must be for internal government use only. The contract is structured as a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) with a base period from August 31, 2026, to August 30, 2027, and four one-year option periods extending through August 30, 2031, with a total potential duration of five years and a maximum of 11,094 units across all line items. All deliverables must comply with Section 508 accessibility standards, WCAG 2.0 Level AA, SCORM® standards, and NIST SP 800-171 for cybersecurity, with full government ownership of all content and data rights. Proposals must be submitted electronically by May 8, 2026, in four clearly defined volumes: administrative cover letter, technical capabilities (limited to 15 pages), past performance (up to five references), and price information. Technical capabilities is the most critical evaluation factor, evaluated through a two-step pass/fail screening followed by comparative rating of subfactor performance; past performance is secondary, and price is the least weighted.
