The Department of Defense Education Activity (DoDEA) is seeking a contractor to provide comprehensive, customizable information center materials selection and acquisition services, including books, eBooks, audiobooks, multimedia, and interactive digital resources, to meet the needs of its school system across CONUS and OCONUS locations. The contract requires a contractor-hosted eBook platform that integrates with MackinVision and supports Google authentication, alongside a cloud-based, web-enabled selection and acquisition tool with daily database updates, search functionality, selection lists, approval workflows, discount calculations, quotation services, and bulk order capabilities. The contractor must also deliver pre-processed materials, Machine-Readable Cataloguing (MARC) records, shipping, invoicing, data and report management, technical support, and product training. All deliverables must comply with federal accessibility standards including Revised 508 Standards, WCAG 2.0 Level AA, and NIMAS, with outputs maintained in multiple accessible formats such as NIMAS, HTML, PDF, RTF, and Word. The contractor is required to submit an Accessibility Conformance Report using VPAT Version 2.1+, ensure system uptime of no more than one unscheduled downtime per semester, and meet performance benchmarks such as 99% accuracy for MARC records and pre-processing services, and 100% accuracy for expenditure reports. Materials must be marked per MIL-STD-130 with Data Matrix barcodes for Unique Identification, and shipments must comply with MIL-STD-129 for labeling. The base performance period is five years, running from August 30, 2026, through August 29, 2031, with annual option years, and the total contract value is capped at $20 million under an IDIQ structure. Deliveries are FOB Destination to DoDEA Headquarters in Alexandria, Virginia, with inspection and acceptance performed by the Government’s Contracting Officer’s Representative. The solicitation mandates strict compliance with security and privacy requirements: all contractor personnel with access to DoDEA data or personally identifiable information (PII) must be U.S. citizens, complete annual DoD Privacy Act training, and adhere to strict PII handling protocols under the Privacy Act of 1974. The contractor must designate primary and alternate liaisons with at least one year of relevant experience, notify the Contracting Officer of any organizational conflicts of interest, and mitigate them promptly.
