AI Contract Overview
This contract pertains to solicitation number 36C26226Q0612 issued by the Department of Veterans Affairs, specifically managed by the Network Contracting Office 22 based in Tucson, AZ, for providing virtual music therapy services tailored to veterans participating in Substance Use Disorder (SUD) programs across multiple Community-Based Outpatient Clinics in Los Angeles, including West Los Angeles, Downtown Los Angeles, and Sepulveda. The solicitation's response deadline has been extended to May 14, 2026. The contract's period of performance begins upon award and extends for six months, requiring a minimum of 16 hours of music therapy per month, delivered as two weekly sessions: one group session focusing on guitar learning and one individual session to support song creation. Contractor personnel must provide these sessions through VA Video Connect and document services directly in the VA’s CPRS system, with access to these platforms expected to be secured within 30 days of contract award. The Department of Veterans Affairs will assist in coordinating the onboarding and IT credentialing necessary for contractor access. Regarding experience requirements, contractors should have a background in virtual or in-person music therapy services for behavioral health or SUD populations, with a preference for at least two prior contracts involving virtual music therapy retreats for SUD, although hybrid or in-person experience may be considered. The funding associated with this contract must be utilized by October 2026. Communication and points of contact for the solicitation are established to support prospective offerors in the submission process.

CONTINUATION PAGE Questions and Answers to RFQ # 36C26226Q0612, Music Therapy Confirmation of period of performance? What are the expected number of hours or sessions required per week or month?
Period of performance will be based on date of award for 6 months. It is expected that at least 16 hours in total are offered within the timespan of 1 month at least. This would require 4 hours of treatment per week broken up into 2 sessions. One session would be a group format to learn how to play the guitar and the second session would be an individual session with their music teacher to begin creating their song.
Is there a deadline for using the funding?
The deadline is October 2026.
VA Video Connect Access Provisioning: Task 5 requires all sessions to be administered via VA Video Connect. Please confirm whether the VA will provision contractor personnel with VVC access credentials following award, and whether there are any technical prerequisites that contractor staff must complete prior to their first session?
Once awarded the requesting department is responsible for coordinating all onboarding VA access to required programs. The contractor should have access to CPRS and Video connect or be able to obtain access within 30 days after award.
CPRS Access Provisioning Timeline: Task 4 requires contractor therapists to document directly in CPRS. Please confirm the expected timeline from contract award to active CPRS access provisioning for contractor personnel and identify the VA point of contact responsible for coordinating contractor IT credentialing to ensure no gap in documentation capability at the start of the first retreat.
Once awarded the requesting department is responsible for coordinating all onboarding VA access to required programs. The contractor should have access to CPRS and Video connect or be able to obtain access within 30 days after award.
Experience Requirement Scope: File 2 requires a minimum of two prior contracts specifically related to virtual music therapy retreats for SUD participants. Given that virtual music therapy retreats for SUD populations represent a specialized and emerging program model, will the VA consider prior contracts involving music therapy services in behavioral health or SUD treatment settings -- including hybrid or in-person formats -- as meeting the experience requirement? Or are strictly virtual SUD-specific music therapy contracts required for the experience standard to be met?
The VA will consider prior contracts that involve music therapy services in behavioral health settings to include virtual or in- person. The experience requirement requests a minimum of two prior contracts specifically related to virtual music therapy retreats for SUD participants.
