The contract is a sole source procurement with the Government seeking to acquire eight units of the AV-1040 UHF/VHF Tri-Plexor Coupler from Trivec-Avant Corporation, located in Huntington Beach, California. The AV-1040 is designed to operate across multiple frequency bands between 30 and 400 MHz, supporting specific outputs with tight performance criteria, including low insertion loss, defined isolation levels between ports, a VSWR of 1.85:1 or better, and operation at power levels up to 50 watts continuous wave. The device meets MIL-STD environmental standards and utilizes BNC connectors, weighing approximately 1.51 pounds with a height of 1.1 inches. This procurement supports the 160th Special Operations Aviation Regiment (SOAR) at Fort Campbell, Kentucky, and is restricted to Trivec-Avant due to the company’s unique ability to produce couplers compatible with existing systems and frequency requirements. The procurement follows statutory authority for sole source acquisitions under FAR provisions, employing Simplified Acquisition Procedures without issuing a competitive solicitation. Although this is not a formal request for competitive offers, the Government invites firms capable of meeting the technical requirements to submit written notification within nine days of the synopsis publication, including sufficient supporting evidence. However, the decision to proceed without further competition remains at the Government’s discretion. The NAICS code identified for this procurement is 334416, with a size standard of 500 employees. Questions or notifications related to this acquisition are to be directed to the Contract Administrator at Fort Campbell.
