The Avenida De Platina Neighborhood Pavement Rehabilitation Project involves the full removal of four inches of asphalt, aggregate base, and subgrade, followed by the placement of a new four-inch thick asphalt layer across the neighborhood. The scope extends to the removal and reconstruction of speed humps, upgrades to traffic signage and pavement striping, and the adjustment of manholes, cleanouts, and water valves to match the final grade. All work must be performed in a professional and workmanlike manner to the satisfaction of the City of Coachella. The project is governed by California state statutes rather than federal FAR clauses, requiring strict compliance with the Public Contract Code, Labor Code provisions including prevailing wage rates under Sections 1725.5 and 1771.1, and SB 854 mandates for electronic certified payroll submissions to the Department of Industrial Relations. Contractors must hold an active California license in Class A, C-32, or C-12 and be registered with DIR for the duration of the project. A 10% bid security in the form of cash, certified check, or bid bond is mandatory, and successful bidders must furnish performance and payment bonds each equal to 100% of the contract price, issued by a surety admitted in California. The contract will be awarded on a Lowest Price Technically Acceptable basis to the lowest responsive and responsible bidder who meets all legal, licensing, and bonding requirements.
