The Department of Transportation (Department) is addressing various improvements that are needed in the aviation traffic data it collects, and has proposed to replace its current methodology for collecting this data with a new methodology that will be capable of supplying more useful information to policymakers and to the public. It also is seeking to better align the data it receives from airlines with current airline industry systems and practices. Reg. 8139-8198) (NPRM), and sought comments from interested parties. The NPRM, titled - Aviation Data Modernization, proposed various changes to existing rules codified in Parts 241 and 249 of the Code of Federal Regulations. This is a full and open competition acquisition. Offerors are invited to submit proposals to assist the Department of Transportation (Department) in identifying and documenting the processes that the Department should use when it revises the collection of aviation traffic data, particularly the Origin - Destination Survey of Airline Passenger Traffic (O&D Survey.)
