The Department of Homeland Security, acting on behalf of Homeland Security Investigations, has awarded a firm-fixed price contract to DNA Labs International for forensic DNA analysis testing. This procurement, identified by solicitation number 70CMSD25P00000151, specifically covers the testing of five firearms associated with an active federal criminal investigation led by HSI Washington, DC. The work is being performed at a facility in Deerfield Beach, Florida, and was managed through the Investigations and Operations Support office in Irving, Texas. Due to the urgent and compelling nature of the investigation and the need to meet strict judicial timelines, the contract was awarded as a sole source procurement under FAR 13.106-1(b)(1)(i). ICE determined that DNA Labs International was the only source capable of providing the necessary expedited processing within the required timeframe, thereby precluding the use of full and open competition. This action was executed as a new purchase order under the simplified acquisition threshold.

Full Description

DHS/ICE on behalf of Homeland Security Investigations (HSI) has awarded a contract to DNA Labs International for forensic DNA testing for an active criminal investigation. This procurement was conducted under the authority of FAR 13.106-1(b)(1)(i), which allows for solicitation of a single source when the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive capabilities, etc.). The urgency of this requirement precluded the use of full and open competition. ICE determined that DNA Labs was the only source capable of meeting the agency's needs within the required timeframe. A redacted Justification was prepared and is attached to this notice. This notice fulfills the posting requirements under FAR Part 5. This is not a request for competitive proposals.
