The U.S. Department of Commerce's National Oceanic and Atmospheric Administration (NOAA), through its National Weather Service's National Reconditioning Center, awarded a purchase order to Ruhle Companies, Inc. for the evaluation and repair of 21 encoders, specifically model 1625H-14NB with part number 20890-1. This sole source contract stems from the need for proprietary parts required to complete these repairs, which only Ruhle Companies, Inc. can provide. Extensive market research, including searches through the Small Business Administration’s Dynamic Small Business Search and the GSA eLibrary, confirmed no other eligible small businesses or vendors capable of competing for this contract. The contract aims to ensure the proper maintenance of critical equipment used by NOAA for weather services. The contract solicitation was posted in September 2018, and it falls under the NAICS code 334519, which relates to other measuring and controlling device manufacturing. All work will be overseen by a supervisory management analyst within NOAA, providing a direct point of contact to manage the repair process. This procurement underscores the specialized nature of the repair service and the necessity of working with the sole known source that can fulfill the technical and proprietary requirements.
