FRC Hull Monitoring System

The U.S. Coast Guard, Surface Forces Logistics Center (SFLC) intends on awarding a Firm-Fixed Price (FFP) contract for Hull Structure Monitoring (HSM) systems, on the USCG Fast Response Cutters (FRC) which will test and monitor fatigue budget for fleet maintenance and operational decisions by SFLC Engineering Services Division (ESD) and the Patrol Boat Product Line (PBPL). It is the Government's intention to solicit and negotiate solely with Light Structure AS. Pursuant to FAR 13.501(a)(1)(ii), it is anticipated that a non-competitive contract shall be awarded to the Original Equipment Manufacturer (OEM) of the proprietary software and hardware systems FRC SENSFIB LS17004-170104, as a result of this solicitation. It is the Government's belief, after thorough market research, that Light Structures AS is the only known source with access to and ownership of the proprietary knowledge of the software and hardware, and access to OEM parts needed to install, monitor, and analyze HSM systems for the FRC class. Concerns that have the expertise and required capabilities to provide HSM FRC SENSFIB LS 17004-170104 and services in accordance with Light Structures AS, and/or their authorized dealers. Request for Quotation (RFQ) Number HSCG40-18-Q-P13011 is uploaded to this solicitation notice. Quotations are due by 1:00 PM EST on September 26, 2018.
